How can Jaggad control how many teachers private schools has?

Also is this data based on all levels of schools (primary, secondary and high )? Can someone enlighten me please.

this data is based on 2022 financial year ante. Most likely this is based on the data at some point from 2021 June or something. Ante Appativarakuuu Jaggad vacchi 2 years barely.
