It has been there for a long time…mid 80’s la proposal…proposal nundi law varaku ravadaniki time pattindi…Deve Gowda introduced in rajya Sabha…atarvata Vajpayee tried but did not succeeded on consensus. MMS malli rajya Sabha la introduced but coalition partners did not support..and now NDA-2. Numbers are with them in both the houses so easy peasy.. Frankly, does not help anyone but social demographics maintain cheyadaniki important. Quote
