how in USA...we are getting unemployment report..because...all companies report the payroll to some govt body...based on that payroll information...we get unemployment report...

similarly...this fertility report also...like they get data from hospitals newly birth, new married marriage certificates...etc

Not only migration. Women’s education and employment are biggest factors. South India ne kadu this happened in western countries, Japan, South Korea. 
As women get educated the fertility rate falls down.
