I think this kind of desires was always there. They are coming out now or taking chances . whatever be the reason. May be not worried about consequences. Or easy access to alcohol/drugs. 

Also another change I have seen which may have influenced more of this behavior - Making money was tough before. Now even a daily labor gets rs.1000 per day. So earning money is not the prime criteria anymore.
