What will impact on US shut down

USA never shut down... just 2-3 days or max 7 days..

Uscis not funded by govt kada? So visas should not be impacted. May be I am wrong

H1b transfer ki lca and gc pwd ki impact untadi timeline lo ..if u have lca approved then u are good usics does not come under govt but DOS comes under so if ur stuck in india on 221g or visa processing also handled by dos I guess delays untayee in had this issue in 2013 December but hopefully shutdown lift avvochu usually it does not last very long.. even last min also sometime they come for compromise and avert shutdown

but I agree they will eventually come to an agreement...
