Are urban-dwelling Indians politically underrepresented?

There is huge increase in rural migration to urban areas. Not to mention some urban areas that are classified as rural for political reasons. 

Parliament and Assembly seats for urban areas do not reflect the population increases. Some areas have too many constituents for one representative to effectively handle. Malkajgiri is largest in India at 30 lakh or 3 million voters. But I’m sure other urban areas face a similar issue to a lesser degree.
