You didn't give location, so can't give specifics. 

Google flights I use regularly - you can search for cheapest dates in price graph, as I am flexible with dates.  
Hotels - usual sites, but you need to find the location first. For that , you need to know what you want to do and understand the neighborhoods. 
There are good blogs and forums depending on what you want to do.  Look for "hostels" if you are alone.

I live luxurious- but spend where it's necessary.

Look for deals on 4 star hotels. Avoiding tourist traps and tour guides who quote in USD etc... Use VPN to browse and use translator to talk like local.
