India lo it’s very common. Hyderabad old city - Golconda area lo — local shopkeepers govt land lo anni shops build —- govt compromised and left that land to them and moved on with whatever the road they could expand . It’s hard in India to remove local shops in some areas - tappu chesinodiki fulll rights.

Old city is different. They removed shops in many other places. Its practical if govt cares.
