Bro there are people who have usa passport but settle in india… an example would be our kids if we ever plan to move so for them it makes sense since every other thing in india is linked to aadhar … especially digital payments. Its like a SSN which can be used as an identification i think this rule came in early 2025 . Check UIDAI site,When i went to enrollment center the person saw my passport and he advised i should use a different form for nri’s as that is recommended for enrollment
