NIAGARA falls in winter (frozen Niagara)
US side has better cruises. But in winter, Canadian side hands down as there are no cruises. Route doesn't matter as much. But visiting Toronto gives you access to one of the BEST INDIAN FOOD in North America. If you decide to take up visiting Toronto hit me a DM, I will give a list of places to try Indian food. Crossing into US has never been a problem for me. I have about 150+ entry exits in my I94. Crossing into Canada too is not a problem as I'm a citizen. If you're an H1B just keep the usual documentation that you need and as long as you have a valid stamp, I don't see why it becomes a problem.
