TTD's Opposition: The Tirumala Tirupati Devasthanams (TTD) argued that Tirumala is a "temple town" and that political activities, including election campaigning, would destroy its spiritual atmosphere. Court Inquiry: The High Court asked the government to clarify exactly which areas were "temple land" (where elections could be barred) versus "civilian areas." Narrow Definition for Convenience: To satisfy the court's requirement while maintaining control over the temple, the state government (under the TDP at the time) submitted that the core temple jurisdiction consisted of only two hills (Venkatadri and part of the immediate surrounding area), totaling about 27.5 sq. km. This was done to "ring-fence" the temple from politics while allowing the rest of the mountain range to remain under standard forest or revenue department rules.
