When elections are in progress election commission will hold the power. Govt cannot make any big decisions or bills during this window. That is a tradition and followed in a democratic way.

Isn’t it common for a cabinet meeting to happen after the election results and CM will submit the resignation to the governor and governor will dissolve the assembly so that the new members can take oath.. they won’t take any administrative decisions.. 

to take any decisions, I think they have to give the agenda to the EC and take permission..
