probably it is difficult to hold an Ex CM accountable for all these. IAS and Engineers will have to take responsibility for design,planning and maintenance. 

 

As far as corruption goes, I don't think it will be straight forward to prove it. Even if they prove it, BRS can have an alliance ith BJP.

Imagine if those IAS apicers can testify against KCR or Harish? All they have to do is provide evidence that they were forced by CM coterie. Its not that complicated if they are assured of immunity.

Remember Congress's victory is based on promises that are not achievable...they set their expectations very high...especially with govt  jobs!

They can convert to approvers and say whatever they want. Providing evidence is another thing. I don't think KCT/KTR/Harish would be so dumb to leave evidence.
