When mgmt asks for estimate, they are expecting you to share reasonable estimate, not best case estimate, so that they can plan accordingly, as project involves a lot of moving parts that may need this work as a prerequisite.

Giving a 1hr estimate is actually wasting a lot of people’s time because that estimate is not reliable. Imagine a security update kicks in or you need to do a complicated merge before you commit that simple change. Or no other code reviewers are available for the rest of the day.
