Its OK. There is lack of resources and vendors get anyone who is cheaper. A lot of these interviews might be staged. That guy will also learn with more experience. 

Vendor will get bad rep for sometime but will make up for it with some discounts to client in terms of price or some under table activities. 

Everything will be fine in the end.
