దేశంలో రాష్ట్రాల అప్పుల గురించి లోక్‌సభలో తెలంగాణ ఎంపీలు అడిగిన ప్రశ్నకి కేంద్ర ఆర్ధికశాఖ సహాయ మంత్రి పంకజ్ చౌదరి లిఖితపూర్వకంగా సమాధానం ఇచ్చారు. దేశంలో అత్యధికంగా తమిళనాడు రాష్ట్రం అప్పులున్నాయని, ఆంధ్రప్రదేశ్‌ రాష్ట్రం రూ. 3,98,903 కోట్ల అప్పులతో 7వ స్థానంలో ఉందని తెలిపారు. అయితే తాను తెలిపిన ఈ లెక్కలు రాష్ట్ర బడ్జెట్‌లో పేర్కొన్నవి మాత్రమే అని తెలియజేశారు.

• ఇవి కాక 2022, సెప్టెంబర్‌ నాటికి 
• ప్రజా రుణాలు రూ.4,62,278 కోట్లు, 
• కార్పొరేషన్ల పేరుతో తీసుకొంటున్న అప్పులు రూ.1,71,903.58 కోట్లు, 
• నాన్-గ్యారెంటీ రుణాలు రూ.87,233 కోట్లు, 
• గత మూడున్నరేళ్ళుగా రాష్ట్ర ప్రభుత్వం కాంట్రాక్టర్లకు చెల్లించాల్సిన బకాయిలు రూ.1,50,000 కోట్లు ఉన్నాయని తెలిపారు. 

అయితే వీటన్నిటికీ సంబంధించి రాష్ట్ర ప్రభుత్వం నిర్ధిష్టమైన లెక్కలు చెప్పకపోవడం వలన ఇవన్నీ కలిపి సుమారు రూ.8,71, 414.58 కోట్లు అప్పులున్నట్లు పరిగణిస్తున్నామని కేంద్ర ఆర్ధికశాఖ సహాయ మంత్రి పంకజ్ చౌదరి తెలిపారు.

గత మూడున్నరేళ్ళలో ఆంధ్రప్రదేశ్‌ ప్రభుత్వం తీసుకొన్న అప్పుల పెరుగుదలను కూడా వెల్లడించారు. 

2018లో రూ. కోట్లు ఉండగా 2019లో రూ.2,69,451 కోట్లకి అంటే 15.3 శాతం పెరిగిందని తెలిపింది. 

అది 2020 నాటికి రూ.3,07,671.50 కోట్లు (16.3%), 2021 సవరించిన అంచనాల ప్రకారం రూ.3,60,333.40 కోట్లు (17.1%)కి పెరిగాయని తెలిపారు. 

2022 రాష్ట్ర బడ్జెట్‌ ప్రకారం ఏప్రిల్ 1వ తేదీ నుంచి ఇప్పటివరకు అంటే ఈ 9 నెలల్లో రూ.3,98, 903.60 కోట్లు (10.7%) చేరుకొందని తెలిపింది. 

రాష్ట్ర ప్రభుత్వం ఆదాయం, అప్పులపై అధ్యయనం చేస్తున్న కాగ్ అప్పుల గురించి పదేపదే ప్రభుత్వాన్ని అడుగుతున్నప్పటికీ పూర్తి వివరాలు తెలియజేయడం లేదని కేంద్ర ఆర్ధికశాఖ సహాయ మంత్రి పంకజ్ చౌదరి తెలిపారు. కనుక అభివృద్ధిలో అట్టడుగు స్థానంలో ఉన్నా అప్పులలో దేశంలో నంబర్: 1 స్థానంలో నిలబెట్టిన ఘనత ఖచ్చితంగా వైసీపీ ప్రభుత్వానికే దక్కుతుందని చెప్పవచ్చు.

prices down avvali. prices should appreciate 2-3% a year . but hyd lo prices almost tripled in the last 5 years

AP govt pegs total outstanding liabilities at ₹4.28 lakh crore

Citing the data from Reserve Bank of India (RBI)‘s recently released report on State finances, the government said the figure of ₹4.28 lakh crore was arrived at by RBI.

 

The outstanding liabilities of the combined State of Andhra Pradesh on March 2014 were at ₹1,96,202.40 crore with an addition of ₹7,333 crore as the fiscal deficit for the first two months of 2014-15. 

“Of this, as per the State Reorganization Act, 58 per cent is devolved to the successor State of Andhra Pradesh. Therefore, we can say that the liability of the State of AP at the time of formation of the  TDP government in June 2014 is ₹1,18,050 crores and the same has  increased to ₹2,64,451 crore as of 31st March 2019,’‘ the statement said.
