Let us take a scenario and see what it is.

There is a family with 3 kids and the father earns a sum of 500000 a year on which the family has to survive. One day the eldest kid came and asked his dad for 1500000 to go on a international trip with his friends. Should the father give the son provide 15 lakhs to the eldest kid? The same is the case of Amaravathi. The state has a revenue source of 50K crores and Amaravathi had to be built with a estimated 150K crores. What would happen with the additional financial burden on the state. By when can the huge capital start ROI? That said, by consolidating the major development in and around Hyderabad the people of AP lost a chunk of their revenue when the division happened. Should we repeat the mistake of consolidating the development around 1 place? How is that even justified?
