I see it as definitely Yes, the prime reason they open these offshore centers is to hire cheap labor and minimize costs.

That’s what I see in the company I worked (crypto/fintech). They hired heavily in India by setting up ODC (offshore development center) in India, one year into it they realized, how hard it is to get the work done, especially development work with Indian team. Layed off bunch of them for not hitting the performance bar. Realized it’s not easy to get quality work done overseas and changed their hiring strategy. India is best for support/back office but may not be for technical/development work. (Saying this from prospective of tier 2 or tier 3 tech companies).
