Good move, although dates have moved, number of available gc might not be more and most people might just file and wait.

Niw ke no patents or papers needed. Recent times lo fragomen is doing most of eb2s in NIW in my company and many got approval.
 

NIW is EB2 so he still have to wait in eb2 but the advantage is in future if he change job no refiling of i-140 needed and when date become current no employer support needed.

No eb2 niw is for eb2 but as u said he can port at later point of time if he upgrades to eb1 afiak
