Ending birthright citizenship is already in practice in the UK. Only those children that have UK PR, and or citizenship are eligible for British citizenship. 

The path is clear, but it would require a constitutional amendment. 

 Making H1B based on salary is much needed move. $60,000 of prevailing wage at the time of act in today's times adjusted for 3% year on year Inflation will be atleast $150k and over. That would be start to redefine the wages.
