New rules will favour H1B holders with Full time positions to some extent. As long as you have support from your management.

But it will decimate all H1B contractors/consultants.

#gobama.- his rule set the requirement for Client letter and H1 approval only base don those days...some even got approval for 6months due to this.

True. As long as you are applying again with same employer for extension etc. There is another side to this coin. Any changes to the previously approved package will make them adjudicate like an initial petition. Changing employers will be a hassle.
