I grew up near those areas and saw how local festivals and small-town celebrations often turned into places for gambling and dances. It's more about tradition and lack of better entertainment options.

Lot of these things became common there because of fast money from Gulf and fishing trades, plus small towns with fewer entertainment options made people lean toward flashy and risky time-pass stuff.
