It is a number lifted from Wikipedia with links I provided. Sangh parivar is not a political organization. It has different organizations in different walks of life which have nothing to do with Hinduism or politics. Together it constitutes for ~30% of India's population. If you want to talk about politics, also includes Government of India. If you were to call it a terrorist organization, then India becomes a defacto terrorist country. Quote

Back then, the membership of Sangh parivar is not as much as it is today. The now lifted ban on RSS is only for Government organization to become members of Sangh parivar, which will only increase membership. A country cannot ban an organization with close to 30 percent of their whole population. Quote
