There are many reasons why financial companies dealy  transfer , it is not for everyone, your account might tagged or transaction marked for review ...and tons of other reasons.... Fidelity is one of the best brokerage among others 

Just look in Reddit how many are frustrated

ma paatha employer 401k fidelity lone undedhi...vaadi natakal tattukoleka employer moved to another provider. Fidelity gadi fees ekkuva but service worst..

I transferred money to traditional Roth last year December it took 25 days right on time to do back door Roth

I called them  they said due to recent Incidents they are not releasing money and will likely take few months to streamline
