Huh? Modi's Teli caste is listed in OBC. Kaylan Singh's caste is Lodhi which is OBC. But these castes are well to do ones from a financial perspective. 

In politics in India you need financials as much as you need social support. Congress has top post reserved for Nehru dynasty who goes with the name Gandhi.  

Then the populations in UP, Bihar,  Maharastra, Andhra, Telangana, Tamil nadu have more regional representation. Most of the regional parties are spear headed by " dominant castes" backed by BCs. BJP is banking on their vote bank as well. So, either of the BJP and/or Regional parties has to come to power for more BCs to be a prime minister.

The power play will also require more BC vote consolidation and acquiring financial means as well.

It happens to be that Indira was there at the right place at right moment for dynasty politics to continue.
