On March 8, the association announced that they would discontinue all cashless services being offered to the people in the network hospitals under Dr. NTR Vaidya Seva from April 7 due to non-payment of dues amounting to ₹3,500 crore by the State government. “Between March 8 and 31, there has been no response to our announcement from the State government, but they released funds twice, of about ₹300 crore, towards dues. But, it is not even 10% of the total pending amount,” said association president K. Vijay Kumar. Dr. Vijay Kumar said by meeting the people’s representatives and bureacrats, they were trying to raise awareness about the issue. “Many do not seem to know what is going on. It is true that the previous YSRCP governmet owed us ₹2,200 crore and the amount later increased to ₹3,500 (out of which ₹300 crore has been cleared). A week ago, the government released ₹300 crore, according to the A.P. Speciality Hospitals’ Association. The association members had written a letter to the government in March first week stating their decision to discontinue the services from April 7 and requesting that dues be cleared immediately. They wrote that monthly operational expenses were also not paid. “Despite our best efforts to continue serving the BPL population and support the State government’s healthcare initiatives, the financial strain has made it unsustainable for us to function,” the letter read. But, the government has not made any assurances, said the association president, K. Vijay Kumar. “On April 5, we had a virtual meeting with Dr. NTR Vaidya Seva CEO P. Ravi Subash. He told us he was trying his best to get ₹600 crore released in a week. But there was no assurance from him on that. Therefore, we have no option but to discontinue the services,” Dr. Vijay Kumar said, adding that there has been no response from other government officials too. Meanwhile, Andhra Pradesh Congress Committee president Y.S. Sharmila lashed at the government for not taking responsibility of clearing the dues. The government’s apathy towards Aarogyasri scheme (now Dr. NTR Vaidya Seva) reflects in its silence on the issue, she said. “It does not matter which government left behind unpaid dues. Now that you (NDA) are in power, you should clear them,” she wrote in a post on social media platform X on Monday. She said if any person dies after being denied treatment at a network hospital, it would be considered a murder by the State government. Chandrababu Naidu has approved the immediate release of ₹500 crore towards clearing the pending dues of NTR Vaidya Seva Network Hospitals. After convening an emergency meeting with the Executive Body of the Association of Healthcare Providers of Andhra Pradesh on a short notice late night on April 7, the Chief Minister, it is learnt, has explained to the association members the challenging financial situation of the State. “However, understanding the crucial role played by hospitals and healthcare providers, he approved the immediate release of ₹500 crore towards clearing the dues,” an official update from the association read. According to the release, the Chief Minister assured them that the government considers clearing the remaining dues as a top priority. He has also assured the association that a follow-up meeting would be arranged shortly to discuss the pending payments and other concerns in detail. The meeting followed an interaction with Health Special Chief Secretary M.T. Krishna Babu, who promised to the association that efforts would continue to secure the release of the remaining funds. A meeting with Health Minister Y. Satya Kumar Yadav is also expected with regard to their concerns, including pending dues, future payment scheduling, package revisions, enhancements and other operational issues. The release from association president, K. Vijay Kumar, reads: “While the amount released is not fully satisfactory considering the huge outstanding dues, respecting the Chief Minister’s assurance and recognising the financial constraints of the State, the ASHA Executive Body has decided to resume cashless services under NTR Vaidya Seva from April 8.” Dr. Vijay Kumar appealed to all member (empanelled) hospitals to resume services and added that the association will however, continue its efforts to ensure timely payments. Earlier, all cashless health services, including emergency services, being offered to the public in private network hospitals under Dr. NTR Vaidya Seva in Andhra Pradesh were stopped on Monday, as the hospitals did not receive any assurance from the State government regarding dues, reportedly amounting to around ₹3,200 crore. At the time of the formation of the TDP-led NDA government in the State last year, there were ₹2,200 crore dues, left behind by the previous government. The total dues now reached ₹3,500 crore. andhra_jp Posted September 25 Author Report Posted September 25 Network hospitals to suspend Dr. NTR Vaidya Seva services from October 10 over pending dues Members of the Andhra Pradesh Speciality Hospital Association (ASHA) have announced that all services under the Dr. NTR Vaidya Seva scheme will be discontinued from October 10, citing non-clearance of dues amounting to around ₹2,700 crore by the State government. Addressing the media in Vijayawada on Wednesday, ASHA president K. Vijay Kumar said that network hospitals in the State had provided services worth more than ₹5,300 crore to the public since the formation of the TDP-led NDA government in June 2024. Of this, the government has cleared ₹3,800 crore so far. Dr. Vijay Kumar added that additional dues were carried over from the previous government, bringing the total pending amount to approximately ₹2,700 crore. Minister for Health, Medical Education and Family Welfare Satya Kumar Yadav recently stated in the Assembly that ₹670 crore has been uploaded on the Comprehensive Financial Management System, a government payments portal. However, the association said this amount is yet to be released. Under the scheme, bills for services offered in network hospitals are normally cleared within two months. “But bills worth ₹2,000 crore have been under scrutiny for more than 400 days, with no clarity on when they will be settled,” Dr. Vijay Kumar said. It may be recalled that the association had previously announced the discontinuation of medical services in May. The decision was later reversed following intervention by Chief Minister N. Chandrababu Naidu. The current decision comes after little progress in clearing the pending dues. “Once again, we are unable to continue providing medical services under the scheme as the dues are mounting. Patients will now have to pay out of pocket for pre-operative procedures, such as blood tests and scans,” said ASHA vice president S.V.L. Narayana Rao. Treatments, however, will continue to be provided free of charge, but all services under the Dr. NTR Vaidya Seva scheme will stop from October 10. The association has decided to abstain from meetings or discussions until the ₹670 crore uploaded on the portal is released, and urged that the scrutiny process for the remaining ₹2,000 crore be completed immediately. In a letter to the Health Minister, ASHA clarified that the decision to halt services is intended to emphasise the urgency of the matter, not to inconvenience the public. Speciality Hospitals’ Association says that they will be no discussion until the initial assured sum of ₹670 crore is released At a time when the Primary Health Centre (PHC) doctors are continuing their strike, the Andhra Pradesh Speciality Hospitals’ Association (ASHA) has announced discontinuation of all medical services being provided at empanelled hospitals across the State, under Dr. NTR Vaidya Seva, from Friday. There are more than 600 network hospitals in the State, providing cashless treatment to people belonging to economically backward sections. A statement released to the media on Thursday said that the empanelled hospitals were not in a position to continue providing healthcare services to the public as the government had not yet released funds to cover the expenses incurred by these hospitals under the scheme. ASHA vice-president S.V.L. Narayana Rao said the outpatient and emergency services would be stopped from Thursday midnight. He said that they would not send away a patient in need, adding that they would stabilise the patients and refer them to the nearest government hospital, or they would provide treatment without applying the benefits of Dr. NTR Vaidya Seva scheme. The association, in the statement, says more than ₹2,700 crore was due to the empanelled (or network) hospitals in the State. “As months pass, the amount just keeps increasing. Despite our appeals, the State government has not taken any step towards clearing the dues,” the statement says. The association, in its letter to Health Minister Satya Kumar Yadav and NTR Vaidya Seva Trust on September 25, announced that all services would be stopped in the network hospitals from October 10 if the dues were not cleared. The members said they would not come for any discussion until the initial assured sum of ₹670 crore was released. K. Vijay Kumar, president of the association, said since the assured amount had not been released, they had no option but to stop all services. The association members have met several public representatives and District Collectors since September 25, but to no avail, he added. The association has requested the State government to make alternative arrangements to ensure that the public is not inconvenienced by the decision. Meanwhile, Health Minister Satya Kumar Yadav, in a press statement, requested the owners of network hospitals not to discontinue services and said that he would bring the issues to the notice of Chief Minister N. Chandrababu Naidu immediately. He said ₹2,700 crore were the dues left behind by the previous YSRCP government. Of the total dues, the NDA government has uploaded ₹670 crore on the Comprehensive Financial Management System, a government payments portal, and would be released soon. Speciality Hospitals’ Association (ASHA) have called for a protest on Thursday (October 23, 2025) at Dharna Chowk in Vijayawada, citing the State government’s failure to release funds to the tune of ₹2,700 crore to private network hospitals, despite their strike entering the 12th day on Tuesday (October 21). ASHA president K. Vijay Kumar said that around 1,000 people from network hospitals across the State are expected to participate in the demonstration. It may be noted that the network hospitals stopped their services under Dr. NTR Vaidya Seva scheme from October 10. The association representatives had stated that they would not participate in any discussion with the government until an initial amount of ₹670 crore was paid. In a letter to the government before launching the strike, the representatives had said that they were unable to continue providing medical services under the scheme due to the mounting dues. Quote
