This is the ORR we are talking about about. The population of both the cities is below 30 lakhs. This area itself is significantly larger than Greater Hyderabad metro area which has population of about atleast 1.2 Crores.  Even today of greater Hyderabad some 80 lakhs + vehicles less than some 20,000 vehicles use ORR, and most of it again is to Air port to West Hyderabad. Most that use ORR in Hyd use it because of the choke points in commute routes. 

Last couple of decades BPO based growth fueled population swelling of Greater Hyderabad and greater Bangalore areas. We don't know if we can keep up with that trajectory given the  AI advancement. Even union govt. is pushing for more manufacturing. Amaravathi area is not suitable for manufacturing at all. It's one of the fertile tracts of Agricultural land in entire state. 4x times the current populations in CRDA!! I'm not sure if such a scale up of that of Hyderabad is feasible.
