interfile is ok from eb2 to eb3 .

eb3 to eb2 interfiling is not ok 

pending I140 and 485 approval is not ok

I140 approval in both eb2, eb3 and 485 approval ok.

Downgraded from eb2 to eb3. All stages approved nothing pending anna.
