There are some genuine folks from top tier Univs or IITs or truly smart guys, pay these guys good, give them right away GC and all scrap should be out. Local people + very smart outsiders = onsite; then you can have offshore... as usual. We are just diluting the talent ... To be honest, very few H1B batta, potaa batch go to exec level.
