cloud bursts and rainfall are two different phenomenon's. its the intensity of rain in short time frame, water doesnt stagnate for a long time once the cloud burst stops. Also flyover drainage pipes are very small, single plastic cover can cause the blockage, they are designed for normal drainage flow not cloud bursts. Once the cloud bursts subside less than an hour all the water on the flyover will be cleared through gravity into the low level areas.

I was referring to cloud bursts.. Did you review the downpour metrics in the same time period in various parts of the city? 

Secondly, I understand what caused the stagnation. But my question was why should a "world class" city design in such a way? installation of bigger pipes doesn't come with continuous operational costs. So, why? If you grew up in the city, tell me if you heard about water stagnation in Hyderabad during the 90s or early 2000s? All we heard about is floods near lower tank bund or musi because of the encroachments. We never heard such water clogging on the roads.
