We have to see the ratio by population Vs incidents. Without that you will not get correct report.

How will we compare for 2 incidents for 100 folks. 6 incidents for 300 folks. If we see just count wise 6 is bigger. But ratio wise both are same, no much difference. Sometimes it may be low also.
