What you've to question is whether that driver is on govt payroll or govt contract employee? Quote

What you've to question is whether that driver is on govt payroll or govt contract employee? So here it is how it works. Govt engages cars on full time basis, not on trip basis. Such cars will usually sport ‘On Govt Duty’ and feature a yellow plate. The drivers, are usually contracted by the owner/supplier but not the govt. the tender includes car rental, driver. The driver has nothing to do here, he is under contract with the supplier. The Govt hired car was used to pick and drop an actress here. The car which has ‘On Govt Duty’ is the one in question here. Is the car still under contract ? If not, why it is still sporting the number plate ? Quote
