You don't need these packages for freshers(Masters). They have 20K quota and who ever tops(pay) in masters quota their profile will be picked. Masters candidates competing in 65K quota is almost gone.

it depends on what you work. same cannot be said for a quality control chemist working in a wet lab for say Purdue or companies like sherwin.

QC chemist is a bottom end job. I don't think it pays well, unless you manage a big laboratory

that's what the jobs they would get in for pharma guys from India with masters in chemistry, ceutics or cology;  QA, QC, Prod Dev, or R&D with masters when they are in industry, you don't see huge pay scales to start with and getting to a six figure is slow.

R&D and QA pays well in the US. But you need to be in decision making roles. The pay would be close to $200k and over. Generics pay less, Biological therapeutics, med devices, pay more. Even more if you're into advanced t cell therapy for Cancers. 

In the context of H1Bs wage rule, that's unfortunate if specific field limits are absent.

those things you would get after a while in the industry. 
I am talking about a guy who did bachelors in pharma (pharmaD) came to US did masters, will not end up in a high paying role as compared to IT counterparts. you are arguing otherwise, there is money in pharma but for ppl who have considerable experience. say may be 5+yrs; but for a college grad going into pharma industry vs CS grad going into IT the wage gap is huge with H1B context.

Look back at your original comment. You didn't specify anything about being right out of college and starting at bottom end. Then again, H1B isn't exactly geared at right out of college grads. Sure the bottom end slabs in IT and mfg.sector differ by good margin, but that's to do with nature of the businesses.

I should have specified that but most of the new h1b applications comes dominantly from IT sector and also from new grads. folks from other fields coming to US on direct H1b who have tons of experience is very unlikely. 
In most of the sectors companies are reluctant to sponsor h1b to start with.

so my comparison stems from that aspect, new H1B applications (IT college grads vs non-IT grads) .

Anna where does it say these levels apply only to non masters .it is applicable to all
