I do acknowledge there is a dog problem in Hyderabad. Dogs attack because they have gone through a lot of trauma. Lost their puppies, vehicles running over them, people throwing stones at them, etc. 

Kids need to be able to go out without fear of dogs. Parents can't keep tabs on them always. 

The only solution I see to this problem which is practical is building Shelters and sterilizing these dogs and feeding them there. Have one of these Animal Rights groups monitor them. Either levy a local tax or reach out to a few corporations that could potentially fund these. 

On a side note, corruption regarding these funds should be investigated. Courts have to question why the population of dogs is increasing in the first place. 

Parents should ask their kids to behave properly with them. People have to be careful while driving. Some awareness regarding these in TV would be great. Even a Jabardast kit would be nice. Some way to bring this awareness.
