What is the basis for deciding whether someone is a native in telangana caste census ?

According to the census there are 15-16% OC's .

I don't see how it's possible.

Reddies would be 5% rest all oc's combined including velamas ,T Brahmins ,vyshyas ,kammas and some indo-aryan castes won't cross 5 % O.C muslims would be 2%.

Looks like they have added some seemandhra OC's to the list as well.

Your Turaka people bred like Rabits since the last time you have conducted  population survey of your own. ( Teluguredu ఉరఫ్ Turakavodu's Telengana Census) 

Hence the difference between your census and Government census
