homeless people come when there is facility that can take care of them for free

Winter lo chastaru… and there is no one to provide them with freebies…. Homeless people exist only in cities with lot of population ...

Weather plays a big part. There are more panhandlers in southern states.
 

 Wyoming has a lot of snow. Also it’s a republican state.
 

They don’t even spend money on Medicare and schools. All red states have bad school districts except Texas. 
 

None of the red states have appetite for social welfare. I don’t blame them. They prefer helping businesses
