this reason you can give literally to every  thing. 

Societies control few things when things are getting out of order and when something is happening that is bad for the society… better to control them upfront before corporations get into that business.. once they get in, they cannot rollback… already online gambling has become mainstream with Dream 11 even sponsoring the Indian cricket team… it is for the overall good..
