The reason they spared China is because of rare earth ban China threatened against west. Car companies are weeks away from shutting down production. India has no moat to threaten west in similar fashion. So, they can tariff India with impunity.

If they had done this in private India might have voluntarily reduced consumption, after all we increased russian oil import only after US asked for it. There's a precedent as well when US put sanctions on buying oil from Iran (equally on all countries), not irrelevant tariffs. Look at Jaishankar’s statements when US asked India to stop buying Russian in 2022 and 2023. 
The irony is India wants to keep buying Russian oil not for a better price for Indian consumers but just for benefitting Amani’s,
