t you still need to build the plants and create a supply chain which needs a lot of money as india is the biggest user of urea in the entire world

India is in tight spot, despite heavy demand it also has to prevent over usage of urea. It leads to soil pollution. it should rather push eco friendly alternatives. adapting to changes at good pace is something what india lacks.

This is tried in Srilanka and it's a colossal failure.

They tried to do a hard reset( like demonetization) without any idea how it would hit yield. our governments should incentivize slow leaching urea (there are many variants). create awareness and guide though the transition. introducing high yield varieties which rely more on alternative nitrogen sources other than urea. subsidize the alternatives. indians reisist and adapt slow, this is where governments should push and provide guidance.

What other nitrogen sources are you suggesting? What crops were they tested one ? Why does it need to be subsidized again? 

While farming is reeling under socialist trap for far too long to make any meaningful progress in India.
