Whole purpose of EO is lost if they let this continue. Then you need to dig into the history of Liberalization, WTO, and free trade. The idea is to have free access to markets for American corps and in exchange for foreign labour work in the US. NAFTA was created for this purpose. US also has similar agreements with Australia, NZ, Singapore. With India due to the sheer size of population it's just not feasible. Letting in the US corps, and linking INR to USD and continuous devaluation of INR as a policy by successive governments is to create "Labour arbitrage" in exchange for US Corps. FDI inflow and have Indian labour exported to US by taking advantage of such arbitrage. Indian governments also made sure, to create an army of coolies ready to work, without creating any IP on its own. You can't break away from this status all of a sudden. Doing so will be a step by step process which is reversing "Globalisation". The idea for now is to keep the foreign students coming bringing in more money into the USA, by discrediting the labour arbitrage for aliens working in their home countries by pushing them with $100k. Such labour hired in the US will be monitored by "DESI" L1 Managers, or it appears so from this EO, since it doesn't touch them. Corps also benefit from spike in L1Bs as the labour can't switch their camps as easily as they do with H1B, meaning the golden cuffs of the labour will grow tighter. Quote
