Primary purpose Directs and manages the business and activities of federal government agencies. Makes a public announcement of policy or an issue requiring public notice.
Audience Primarily internal to the federal government, directing agencies and officials on how to act. Directed at those outside the federal government, including the public or specific groups.
Legal authority Must have a legal or constitutional basis, but does not require congressional approval. Cannot create new laws or override existing ones. Can have legal consequences, especially when dealing with national emergencies, trade, or foreign policy.
Force of law Carries the force of law, but is subject to judicial review. Can have the force of law, depending on the subject matter and specific legal basis.
Example President Truman's executive order integrating the military. President Lincoln's Emancipation Proclamation.
A modern president declaring a national observance, like National School Lunch Week.
Publication Published in the Federal Register and compiled in Title 3 of the Code of Federal Regulations. Also published in the Federal Register.
Ceremonial vs. substantive Typically not ceremonial, focusing on management and policy implementation. Can be primarily ceremonial (e.g., declaring holidays), but some are substantive (e.g., setting tariffs).

But he can’t use fees as a reason to stop someone.
