Per employer. But he is not directly enforcing on employers. He is enforcing on the beneficiaries of the petition rather than the petitioner by not letting them enter the country. An employer has to pay the costco fee every year for hiring h1bs. Also even if the employer is ready to pay at this instant, where are the instructions to pay? What document will the POE officer ask for? Half cooked scheme.
