It’s clear that this is only applicable to new applications. It’s all good 

In a hypothetical scenario….

If I change from company A to B. Even though we call it as a transfer, it’s technically a new application right? It’s not a renewal. Will this still come under the purview of 100k fees? 

This A$$holes can’t even make a clear guidelines of a proclamation. So confusing and scary.

    There is no such thing called transfer in H1B. It’s a term we use for easy understanding. In reality it’s a new application every time we apply. Of course it just won’t go through lottery. That’s it

Transfers and extensions fall under renewal. From USCIS perspective they aren’t new applications. If you are on OPT and don’t know these terms, wait for 5 years and complete your bachelors first

It’s okay. I don’t mind your insults. But I have a question. Do you really think there is such a thing called “transfer” in H1B. I will help you. There isn’t. It’s still a new petition. The only exception is you don’t have to go through lottery. That’s it. Check yourselves bro.

You also need to know difference between applications and petitions. Read this if you can.

Btw I was on opt when you were in high school most likely. When did you complete your masters? 2011 here and 2015 is PD
 

If your h1b is stamped you should be fine you are counted in h1b number… question is how they handle approved h1b but no stamp on passport
