every renewal/transfer is a new petition kaka. So no more job changes and once the current H1 expires, we are out of job

That is completely different anna….has nothing to do here. What I have mentioned is how renewals r filed in I-129. We dont know coz its filled and signed by employers usually. Renewal petitions r technically counted as cap-exempt. Cap exempt ki reason lo previously counted towards cap ani option vuntadi.

cap exempt is also a new petition, renewal with the same employer is a new petition. 

 

Yes, an "H-1B transfer" requires a new H-1B petition to be filed by the new employer, even though the process is often referred to as a "transfer" and benefits from H-1B portability rules. The new employer files Form I-129 with USCIS for the worker, which is an entirely new petition, but the worker can start with the new employer once the petition is received, not just after it's approved. A key advantage is that H-1B workers do not need to go through the lottery process again for the transfer petition.
