Yes, an "H-1B transfer" requires a new H-1B petition to be filed by the new employer, even though the process is often referred to as a "transfer" and benefits from H-1B portability rules. The new employer files Form I-129 with USCIS for the worker, which is an entirely new petition, but the worker can start with the new employer once the petition is received, not just after it's approved. A key advantage is that H-1B workers do not need to go through the lottery process again for the transfer petition. Quote
