Most probably these announcements are to give a hint to Modi hoping he will give concessions in the trade talks that are going to begin on Monday. Modi can't give concessions on agriculture sector. So like @Tellugodu mentioned real concrete actions on H1B , OPT etc might begin if the trade talks don't end in a trade agreement. Already EU , UK, Mexico, Australia and Canada have quietly swallowed their pride and have surrendered on the issue of Tariffs. China and India and still holding out. China being a dictatorship, the leadership has no problem whichever way the talks go. For Modi, it's going to be difficult. Because he has to face elections. Some BJP folks love the idea of the Dictatorship and often praised China in the past because Chinese government is able to do things 'without any obstacles from opposition, courts or people.' Dictatorship looks very appealing until the day you are at the receiving end of its evil actions . This is proven time and again by defection of many high and mid level communist leaders ( when they had a fall out with their top leader) both from Soviet Union & China to western countries. Those that were able to defect to the west were the lucky ones .Many couldn't make it and ended with long harsh prison sentences or death penalty. 1 Quote

From all the wordings it looks like they need to clarify on change of employer. Even change of employer is not affected due to this, no new consultancy/ company will do it with recent chaos going on Quote

Do they love Modi surrender and wants India's agri and dairy sector to be opened? You didn't mention about what opposition wanted here?
