Pretty much of that had to do with DARPA. Most of the tech innovations were conceived as DARPA projects in part or in full, funded by the United States government.  

Intelligence penetration, is a different story. Just as much as how C1A/M0ss@D infiltration works int he US government. Penetration always involves traitors, and a combination of drugs, honey trapping, blackmail, deletion or threats of deletion.
