I don't think this is true.

World bank, Asian Development Bank and some German KfW icche appulu with very low interest rates. And pay chesedhi kooda after 30 years or later. Long term inflation choosukunte, negative interest. Its actually good for any govt to take these kind of loans. Always net gain.

And katte buildings and infra ki lands meedha vacche appreciation consider chesthe, govt kindha lands tho aa appulu theerche chance undhi. Appulu theerchakooda, govt will have some additional assets. Over all choosthe Amaravati is not burden to the state.

PS : My view, its not going to increase 100x times. Amaravati will be long story. Its growth will start after 7 years. By that time, Vishaka will be ahead.
