It's not possible ,pakistan government isn't directly connected with these attacks ,to attack militant groups within pakistan is attacking pakistani land itself so their government will respond to indian attacks and label it as defending ,everytime india does that without providing solid evidence ,then india will be seen as perpetuators of war at the international stage.

Only way for that not to happen in by giving solid evidence to pakistan and showing it to the entire world and prove that pakistan isn't doing anything despite giving them solid evidence and show evidence of Pakistan protecting terrorists and only then india can attack Pakistan without being labelled as aggresors.

 

If you have support of u.s then it's very easy to convince the world of pakistan government connection to terrorist groups

Back then pakistan was not that weak and India couldn't steamroll pakistan ,indian barely even had the same per capita income and both were equal in development and Manmohan Singh didn't want to effect economy by going to war .
