Delhi Police are now treating the Red Fort blast as a terrorist attack.
They have added terrorism-related charges under the Unlawful Activities (Prevention) Act (UAPA) —

Section 16: for committing a terrorist act,

Section 18: for planning or helping in a terrorist act.

They also included charges under the Explosive Substances Act for using bombs or explosives, and added murder and attempted murder charges for the people killed or injured in the blast.
